(1) For the waybill which create the arrival forecast before the goods reached and the tracking number is the same
as the the actual, then can enjoy 1 yuan cash back for one package. 
(2) For the waybill submit the the recipient's identifications (copy, scan, photo) which used for the declaration
before the goods reached can enjoy 2 yuan/package cash back once the package is shipped out( one ID card only
